Provincial administrators learn to read model cards and refuse undocumented vendor systems.
Archipelago Skills Alliance ran a fictional 12-week course for district officers who sign AI procurement forms. Participants practised rejecting a vendor demo that could not produce a data-protection note or an override path.
The course is paired with a Bahasa Indonesia glossary so “accuracy” is not confused with “fairness”. Graduates keep a shared checklist used in two provincial tenders in the sample story.
This is a skills-enabler case: the innovation is institutional capacity, not a new model.
